There in many states in the US, are the system which the citizen can make their own schools. It was because of religeous reason, but educational committee gives schools money but check conteniously. From the first school in 1991 in Minesota, there are more than 2000 schools and about 40,000 people are learning. 
     Parents can give their child the best education there. As the child can select schools, they can easily change schools when they can't fit with the school. Education become democratic. As there are review, meanless school systems will be removed. Some schools give students the selection. As the children studies by their decision, they can learn what they like, or what they need to learn. Some schools are like cram schools, they can learn well. The last merit is that it costs less and there can be a sensitive follow up. Some schools have no standard. Not all the appliance can enter. Some are ran by company. 
     As the schools can be closed, there is instability. There are not much money, so they cannot afford school buses or the club activities. 
     Some schools in Japan are approve as a study development school and there they can teach other things. But they shouldn't have responsiblity to the turn out. The best system to approve in Japan is to become the free schools into charter schools. 
     Now, free schools are the same as private schools. Some study in usual schools because there is no alternative. We propose that free schools should be approve as a educational place. They give some money to free schools, but also investigates.
