Before heisei7,The government had a quantitative target allocation.However producers can decide it for themselves now.
If we can do adjustment of production,rather it seeme to prevent food loss....
Why dose this cause food loss...？
Certainly,the idea is not wrong.
But,when it comes to the problems unique to farmers,it cause extra food loss.
Exaople）Good harvest
Price of crops that were good harvest that year fell. Rather,it making farmer's lives in need.
To prevent this , farmers limit the amout shipped to the marjet when during a good harvest.
Farmers themselves can use what is not shipped, or if they can not keep up, it are discarded....
☆In the same sense, there is a word that fishermen can be"big catch poverty".
