After a long period of rain or during March and April, when the accumulated snow melts, the river surface can rise. Normally, the water surface rises about 2 meters, but in the past the water surface has risen as much as 5 meters.

No, it is not. Except for the period I just mentioned, there is not much rain and the days are dry.
Do you take any measures to reduce damage caused by heavy rainfall?
I get the impression that many people in my country don't take many measures. However, as I mentioned earlier, the surface of the river can rise, so people try to build their houses 1 to 2 meters higher than the ground and change roofs frequently. Furthermore, I try to prepare shoes for rainy days in advance because it is inconvenient to go out in regular shoes on rainy days.
