They have been working on the "None Schooling refugees program for International kids" since 2011, and in 2013, the number of schooling refugees went to zero.
* As of the end of March 2018, there are two "International kids who have not attended school or support classrooms and have no plans to return to their home country."

The "Hamamatsu model" was established through discussions at the executive committee consisting of not only Japanese but also the Consul General of Brazil.

When it comes to sending materials or making a phone call, you are not able to see the person's face, so it is hard to get how much they can speak Japanese, what was the reason that they can’t go to school, or how they are willing to do to school and so on so it is hard to provide guidance that suits that person. I feel that it is not very effective in promoting school attendance.

The efforts that Hamamatsu City is making are amazing! I think this model, in which the board of education, schools, and international exchange associations work closely together to solve the problem of school attendance, should be imitated by other local governments and governments.
