Revised Road Traffic Act
I explained about the five rules and rules of using bicycle safely, but have not you ever had much conscious of traffic rules when driving a bicycle?
According to the revised Road Traffic Act enforced on June 1, 2015, when a bicycle driver repeats dangerous acts, it is compulsory to take a bicycle driver course.
Age 14 and older are eligible. Failure to comply with the instruction of attendance will result in a fine of not more than 50,000 yen.
Outline of bicycle driver training course
- Bicycle rider repeats dangerous behavior
(2 or more within 3 years)
↓ - Order from the Prefectural Public Safety Commission to take a class to a bicycle driver
↓ - Course taken (Course time:3 hours Course, fee:5,700 yen)
Examples of penalties
I give an example of penalties in case of violating "Five principles for safe use".
- Bicycles run on the roadway in principle, running on the sidewalk is allowed exceptions. [Article 63-4 of the Road Traffic Act]
- Drive along the left side of the roadway: Penalty imprisonment for 3 months or less or a fine of 50,000 yen or less [Article 17 of the Road Traffic Act]
- Pedestrian priority is on the sidewalk, bicycle slowly goes down the road: It is a fine of 20,000 yen or less. [Article 63-4 of the Road Traffic Act]
- Observe safety rules
・Drunk driving prohibition It is a prison sentence of 5 years or less or a fine of 1 million yen or less. (In case of drunkenness) [Article 65 of the Road Traffic Act]
・No two persons riding It is a fine of 20,000 yen or less. [Article 57 of the Road Traffic Act]
・Do not run side by side It is a fine of 20,000 yen or less. [Article 19 of the Road Traffic Act] - Children wear helmets [Article 63-11 of the Road Traffic Act]
Many people know dangerous driving such as signal ignorance and drunk driving, but sideways running is also subject to penalties. Is it sometimes that the middle and high school students run side by side while talking with friends when going to and from school?
There is no need for a license for driving a bicycle, and there is no opportunity to learn about special usage methods, but from now on, it is necessary to understand rules and regulations and to be punished if they violate.
