- The Fundamentals of Multicultural Symbiotic Societies Act
Before thinking about the new laws and systems, we researched whether there are any current laws that are related to Japanese language education. Then, we found out that in June 2019, the law called “Laws relating to Japanese Education Promotion” (In the following, Japanese Education Promotion Act) had passed/approved. Moreover, we found out that in the same month, the Constitutional Democratic Party had submitted the proposal called “Proposal of the Fundamentals of Multicultural Symbiotic Societies Act”. How has the Japanese education changed after a year since these events happened? To get straight to the point, it seems that as far as we researched, no big change was made. However, that’s because most of these laws are “fundamental law” that lay down the basic principle, so there are no descriptions regarding concrete measures. In other words, from the aspect of law making, it has just reached the starting line. Yet with just these knowledge, it is difficult to consider the new system, so let’s move on to another approach.

Since there were no laws that specified the concrete measure as a whole country, we thought we could research more about the laws and systems regarding Japanese language education by widening the extent. However, we don’t think the laws and systems introduced in the foreigner concentrated area can also be applied to the whole country just the way it is. Therefore, we are going to compare the other regions and systems of Japanese learning in Shiroi city as an example in the following four systems, and think what can be done to make a better law and system.

Germany
Surprisingly, the rate of Fushugaku (children not going to school) of international students in Germany is only less than 2 percent! (Quoted from IAB-BAMF-SOEP "Survey of Refugees in Germany",July 1, 2016 ) We predicted that because there are more immigrants than Japan, there should be more “children with international roots”, so the legislation may be progressing as well. On the other hand, since their official language is not English, aren’t there any aspects that are similar to Japan?
