Goverment measures

Although the issue of fake news is expected to become more serious in the future, Japan should be cautious in the issue of fake news due to the importance of freedom of expression. Therefore, the main measures that the government can take are to encourage the voluntary measures of the private sector such as companies and the people. In particular, on platforms such as SNS where individuals can freely enter information, the government should be cautious when it is necessary to judge the content of information sent by individuals, such as requesting businesses developing the business to delete fake news.
 In addition, we have also requested that a specific code of conduct for fake news be established with reference to the EU in Europe. In addition, as a concrete policy, the government summarizes the trends and countermeasures of fake news at the "Study Group on Platform Services" and presents a guideline for the action policy. In addition to the action policy, the concrete definition of fake news and disinformation, measures to be referred to overseas, and the future policy for fake news in Japan are clearly considered and transcribed.

In this way, the Japanese government has recently set a policy for fake news. This means that Japan has been less affected by fake news so far, and therefore the sense of crisis of the entire nation, not just the government, is low. Companies related to SNS are the most affected by fake news. And it has its headquarters overseas. Therefore, unlike Japanese companies, which have few cases yet, it seems that they tend to be more aware of the crisis. In particular, as a recent event, many cases of fake news that would destroy the operation of the nation or the life of one person occurred in various places overseas, including the US presidential election, so measures were taken by SNS-related overseas companies. In this section, we will introduce some of these measures that have been completed by Japanese companies.
 There is a "Safer Internet Association". It is a general incorporated association established by Japanese IT companies, and its purpose is to devise and implement measures to curb the abuse of the Internet and protect the free Internet usage environment. And, of course, some of its purposes are for fake news that threatens the Internet environment. As one of them, we hold study groups on platform services, that is, services such as SNS.

Various major IT companies such as Yahoo! and Google participate in this study group, and famous SNS companies such as Twitter and Facebook are also members. There, we confirmed that it is necessary to urgently respond in Japan, taking fake news countermeasures in Europe and the United States as an example, and confirmed specific fact-finding plans and countermeasures. However, in Japan, it is still necessary to be more careful due to competition with freedom of expression, so we hold a study meeting about once a month to collect reports and establish countermeasures.
