There are two types of voting rights: Positive requirements (conditions that must be met) and negative requirements (conditions that, if any one of them is met, will result in the loss of the right to vote)

As of the date of voting in the gubernatorial election in prefecture A, you may vote in No.1. You may vote in either case of No.1 and 2.
However, as of the date of voting for the City Council election in City B, if No. 1, you can vote, but not if No.2.
The right to be elected means the right to serve as a member of the Diet, prefectural governor, prefectural assembly member, mayor of a city, ward, town or village, or municipal assembly member as a representative of all people.
