States Parties shall take all appropriate measures to promote physical and psychological recovery and social reintegration of a child victim of: any form of neglect, exploitation, or abuse; torture or any other form of cruel, inhuman or degrading treatment or punishment; or armed conflicts. Such recovery and reintegration shall take place in an environment which fosters the health, self-respect and dignity of the child.

Article 39 was established to protect and support the child who has been abused or exploited. The United Nations has identified six forms of grave violations of the rights of the child in armed conflict as follows.

1) Killing and maiming of children
2) Recruitment or use of children as soldiers
3) Sexual violence against children
4) Abduction of children
5) Attacks against schools or hospitals
6) Denial of humanitarian access for children

In Japan, the “Act on the Prevention, etc. of Child Abuse” was established in 2000 to deter violence by parents toward their children and to protect them. It is also related to Article 19 of the Convention, which prohibits parental child abuse.
