States Parties undertake to make the principles and provisions of the Convention widely known, by appropriate and active means, to adults and children alike.

Article 42 states that it is the obligation of States Parties to the Convention to inform not only adults, who are the core of society, but also children, who are the parties to the Convention, of the contents of the Convention as a whole. The fact that the obligation to publicize the contents of the Convention is mentioned as an independent article is very important and indicates the importance of the Convention.

There are two important points in this article.

① The word “adult”

This is not an expression that limits the subject such as “public institutions” or “legal institutions,” etc. Therefore, it is necessary to inform and disseminate this Convention not only to “a limited group of adults” but also to “all adults around children,” including “parents” as well as “the general public,” “NPOs and NGOs of various types and roles,” and others.

② The inclusion of "children" as subjects to be informed of the Convention

As mentioned above, the word "child" indicates the importance and respect for the "child" as the party to the Convention. This is exactly in line with the overall philosophy of the Convention, which stipulates that “children” have the same rights as “adults” such as the right to express their views and various rights as citizens. At the same time, it can be indirectly recognized from this article that the Convention seeks to break down and eliminate the old view of the rights of the child, which is that adults gave the rights to the child.
