Pet Food Safety Law

Article 1 (Purpose)

 The purpose of this Act is to contribute to the protection of pets by regulating the production of pet food and protecting the safety and health of pets.

Article 2 (Responsibilities of Business Operators)

 Manufacturers, importers and distributors shall be aware that they are responsible for the safety of pet food and shall

  • Acquire knowledge and skills to ensure the safety of pet food
  • Ensuring the safety of raw materials
  • Recall of pet food and other measures to prevent health hazards and other measures to prevent damage to health
  • Article 4 (Responsibility of the Government)

     The government shall endeavor to collect, organize, analyze and provide information on the safety of pet food.

    Article 5 (Standards and Specifications)

     The Minister of Agriculture, Forestry and Fisheries and the Minister of the Environment may establish standards for the manufacturing method and labeling of pet food, and standards for the ingredients of pet food.

    Article 6

     Pet food shall not be manufactured using methods that do not meet the standards.

     It is also prohibited to sell (1) pet food manufactured in a manner that does not conform to the standards, and (2) pet food without the prescribed labeling.

    Article 7

     The production, importation and sale of pet food can be prohibited if
    (3) Contains or has the possibility of containing harmful substances
    (4) Contaminated by microorganisms that may cause diseases or have the potential to do so

    Article 8

     The Minister of Agriculture, Forestry and Fisheries or the Minister of the Environment may order the manufacturer, importer or distributor of any pet food in (1) through (4) above to dispose of or recall the food or to take other necessary measures.

    Article 9 (Notification of Manufacturers, etc.)

     Before starting a business, manufacturers and importers of pet food shall notify to the Minister of Agriculture, Forestry and Fisheries and the Minister of the Environment

     1. Name and address
     2. Name and address of the place of business where the pet food is manufactured
     3. Location of the facility where the pet food is stored
     4. Other items specified by the Ordinance of the Ministry of Agriculture, Forestry and Fisheries and the Ordinance of the Ministry of the Environment

    Article 10 (Bookkeeping)

     A manufacturer or importer of pet food shall enter the name and quantity of pet food produced or imported in a book and keep it.
     In addition, when the pet food is transferred to a manufacturer, importer, or distributor, the name, quantity, and the name or names of the other party shall be entered and preserved.

    Article 12 (On-site Inspection)

     The Minister of Agriculture, Forestry and Fisheries or the Minister of the Environment shall enter any place related to the manufacture, import, sale, transportation, or storage of pet food and inspect the following,

  • Inspection of books and documents related to pet food, raw materials, and operations
  • Ask questions to the persons concerned
  • Collect the amount of pet food or raw materials necessary for the inspection (payment shall be made)
