Article 8

 A person who sells animals in the course of trade shall provide to a purchaser of an animal pertaining to the sale any necessary explanations regarding the proper methods for caring for and keeping said animal according to such aspects as the kind, the habit, and the purpose of use of the animal.

Article 8-2

 A person who sells animals in the course of trade shall endeavor to provide the explanation set forth in the preceding paragraph by the method and to the extent necessary for achieving the understanding of the purchaser, in light of the purchaser's knowledge and experience of the care and keeping of the animal to be purchased.

Article 21

 Type 1 animal handling business operator (businesses that make a profit from the sale or exhibition of animals, such as pet stores and zoos) must comply with the standard values specified by the Ordinance of the Ministry of the Environment in order to maintain the health and safety of animals.

Article 22-2

 People who sell dogs and cats must establish a dog and cat safety plan and work according to it.

A dog and cat safety plan is a unique set of rules for dog and cat dealers on how to raise, breed, and exhibit dogs and cats, and what to do with dogs and cats they can no longer keep.

Article 22-3

  A business operator selling dogs, cats, etc. shall ensure the securing of appropriate coordination with veterinarians, etc. in order to secure the health and safety of the dogs, cats, etc. he/she cares for or keeps.

Article 22-4

 Even where dogs, cats, etc. become difficult to be provided for sale, a business operator selling dogs, cats, etc. shall continue to ensure the securing of lifetime care for said dogs, cats, etc., except in unavoidable cases.

Problem with this Law

 The phrase "except unavoidable cases" is ambiguous as to where the term "unavoidable" comes from, and has less legally binding force.

 Words that can be interpreted differently by different people can become a convenient loophole for those who feel that the law is inconvenient. In this case, it would be possible to say, "I have no choice but to kill this dog for the following reason.

 Therefore, in order to eliminate ambiguous expressions and ensure proper policing, a new set of standards has been created that must be adhered to by animal handlers. This does not directly solve the "unavoidable" situation, but it does help to eliminate ambiguity in the law and ensure that animals are kept in proper conditions.
